Category One NarrativeThe District is seeking proposals for 2, 3 and 4 GB of Internet Access, delivered via fiber. Internet demark: Avon Grove Middle School: 257 State Road, West Grove, PA 19390. District sites: Avon Grove Administration Bldg-375 South Jennersville Road, West Grove, PA 19390 Avon Grove Intermediate School -395 South Jennersville Road, West Grove, PA 19390 Avon Grove Middle School- 257 State Rd, West Grove, PA 19390 Avon Grove High School- 10 Waltman Way, West Grove, PA 19390 Penn London Elementary School- 383 South Jennersville Road. West Grove, PA 19390 Avon Grove District Office at Engle Education Ctr - 107 Schoolhouse Road, Suite B. West Grove, PA 19390. Proposals must disclose what, if any, taxes, fees and surcharges, will be assessed on the service. If additional charges will be assessed beyond the base monthly recurring fee, the proposal must disclose the current cost of those taxes/fees. If proposals do not include this information, they may be disqualified. Contracts must allow for upgrades to quoted bandwidth throughout the terms of the contract without additional bidding. Proposals must include description of service outage reports and method for customer to report service outages, in addition to what technical support is included without additional service fees, and a proposed service level agreement. All Form 470 responses are due Allowable Contract Date at 4:00 pm.SPAM and/or robotic responses will not be considered valid Proposals and will be disqualified from consideration.
Applicant may consider multi-year and/or contracts with voluntary extensions. Any voluntary contract extensions must be identified within the awarded contract and must be of a specified number and duration. Contracts with automatic or evergreen contract extension terms will not be considered. Applicant may consider contracts with flexible terms to allow for growth/reduction in services to accommodate an increase/decrease in the number of sites, users, and/or bandwidth. Failure to be in compliance and remain in compliance may result in the denial of discount funding, and/or cancellation of funding commitments and/or contracts, and/or could result in civil or criminal prosecution by law enforcement authorities. Any offering of free services must be clearly identified in service providers bids. Service Provider invoicing to the program administrator must be completed within 120 days from the last day of service. Should the Service Provider fail to invoice the program administrator timely, Applicant will only be responsible for paying its non-discounted share. The Service Provider acknowledges that all pricing and technology infrastructure information in its contract shall be considered as public and non-confidential pursuant to CFR Part 54 Section 504 (2)(i)(ii).
Bids must be considered through 2026-10-30; the applicant may sign a contract on or after that date.
